Yes, you can join for B.Tech+ M.Tech program as a diploma holder. The eligibility requires the candidate to have completed his/her 10+2 or any equivalent exam with PCM as main subjects from any recognized board of education with a minimum of 60% marks. Although the final selection will depend on JEE Advanced score. 

Yes, you need Qualifying the entrance exam as admission to BSc course is based on the qualifier examination conducted by IIT itself. If you are eligible or willing to take admission in BSc course, you may apply by filling in the application form available on the college website.

The M.Tech. programme offered by IIT Madras is a full- time 2 years course with about 32 streams of specializations. The exam and scores accepted for the admission procedure are that of GATE 2021. The Institute accepts GATE scores and allot seats by COAP counselling. MBA admissions are granted on the basis of CAT/GMAT score. Only those who are shortlisted by the respective institute will be invited to the interview process (the Written Ability Test and Personal Interview).
